SERVICOM CHARTER

INTRODUCTION

The Licensing & Authorization Department is the gateway between the Commission and prospective investors in the sector through the processing and issuance telecoms licenses and authorization which is a pre-requisite for any company desiring to participate in the telecoms market (S. 31(1) NCA. 2003.

The Department is sub-structured into three units;

  1. Pre-Licensing Unit
  2. Post Licensing Unit
  3. Licensing Trends & Research Unit

PURPOSE STATEMENT

“To develop appropriate and adaptive licensing regulatory frameworks and facilitate issuance of operating Licenses while optimizing revenue generation.”

 

OUR SERVICES

  1. Process license applications
  2. Develop license framework
  3. Develop license application guidelines and evaluation criteria
  4. Periodic review of licence fees, terms and conditions
  5. Propose changes to licensing regimes in line with international best practice
  6. Production of license document / certificate for class license
  7. Review and process renewal of expired licenses
  8. Maintain licensees’ databases
  9. Study Emerging Trends and conduct Licensing Trend Analysis
  10. Manage Department’s Registry

SERVICE DELIVERY TO STAKEHOLDERS

  1. To ensure Licences are processed within 90 days as stipulated in S41(1) of NCA 2003.
  2. Prompt update of Valid Licensees to the Commission’s website.
  3. Renewal of licences within three (3) weeks after meeting necessary obligations.
  4. Issuance of licence documents within two (2) weeks after payment of required fees.
  5. Identification and development of framework for Licensable undertakings.
  6. Merger/suspension of obsolete License framework.

 

GRIEVIANCE REDRESS MECHANISM

Our licensees are encouraged to engage the Commission on the E-services portal on license matters.

However, to ensure the Department serves you better, Stakeholders are enjoined to engage us through emails, walk-ins, phone calls and various social media platforms of the Commission. Additionally, Licensees may contact us to report any ineffective service delivery through the Department SERVICOM representative as stated below;

LIMITATIONS

  1. Licensees change operational address without notifying the Department through the office of the EVC.
  2. Late request for renewal of Licences from Licensees. discrepancy.
  3. Submission of Incomplete documentation for new License applications.
  4. Apprehension in providing requisite information by prospective licensees.
  5. Delays caused by incomplete submissions of documents for about to expired licenses.

 

SERVICE DELIVERY

The department constantly improves on its delivery of service through proactive engagement with the relevant stakeholders through stakeholders’ fora; involvement of consultants where necessary, prompt analysis of first hand feedback from the L&A dedicated help desk as well as feedbacks from Audit Checks on Licensees.

The Department will constantly improve stakeholders' satisfaction and service delivery through routine benchmarking and research on innovative services to ensure the Departmental mandate is attained in line with the Commission's Strategic Objective.
