NCC Public Consultation on Satellite Direct-to Device (D2D) Connectivity in Nigeria

The Nigerian Communications Commission (NCC), under its mandate in the Nigerian Communications Act 2003, seeks stakeholder input to better understand the potential opportunities, risks and public-interest considerations related to Satellite Direct-to-Device (D2D) connectivity in Nigeria.

This Consultation Paper represents an initial stakeholder engagement, in line with the Commission’s participatory and transparency-driven regulatory approach, and is intended to inform the Commission’s understanding before any formal rule-making process is initiated under Section 71 of the Nigerian Communications Act, 2003.
The feedback received will support the Commission in developing a robust understanding of emerging D2D service models and their implications for Nigeria’s communications ecosystem, and will inform any future regulatory considerations in 
this area.
For the avoidance of doubt, this consultation:

  • Does not constitute a regulatory decision, licensing process, or spectrum allocation;
  • Does not prejudge any future policy outcome; and
  • Is intended to ensure that any subsequent framework is informed, proportionate, transparent, and responsive to Nigeria’s market realities.
