Public Inquiry on the Draft Business Rules for Mobile Virtual Network Operator (MVNO) Licences

The Nigerian Communications Commission in exercise of its functions under the Nigerian Communications Act 2003 (the Act) has published the Draft Business Rules on the Mobile Virtual Network Operator (MVNO) Licence in the Nigerian Communications Sector.


The Commission will also hold a Public Inquiry on the Draft Business Rules on  Thursday, July 9, 2026, at the Auditorium of the NCC Head Office Annex at Mbora District at 11.00am. 

The Draft Business Rules have been published on its website www.ncc.gov.ng. and the Commission expects comments and feedback on the Draft Business Rules. Interested Stakeholders are by this notice invited to make written submissions on the Draft Business Rules and all submissions must reach the Commission on or before Monday, June 29, 2026, and should be addressed to:
