Terms and Conditions

Introduction
Welcome to the website of the Nigerian Communications Commission (“NCC”, “Commission”). These Terms and Conditions govern your use of https://ncc.gov.ng (the “Site”), which the NCC operates under Nigerian law. By accessing or using this Site, you agree to these terms in full. If you do not agree with any part of these terms, you must not use the Site. These terms apply to all visitors, including Nigerian and international users.

1. Use of the Site
The Site is provided by the NCC as a public service to disseminate regulatory information, news and updates, and to facilitate public access to certain NCC services. You may view and download material published on the Site for your personal, non-commercial use only, provided that you keep all copyright and other proprietary notices intact. No user account or login is required to access the main Site’s content. (Certain sub-sites linked from this Site, such as online portals for consumer complaints or licence applications, require separate registration; those portals have their own terms and may require you to create an account.)

2. Restrictions on Use

  • Data Scraping or Automated Access. Use any robot, spider, scraper, or other automated means to access, extract or index Site content, or otherwise interfere with its operation. Such activities are expressly forbidden and may violate laws against unauthorised computer access.

  • Harmful Content. Publish or transmit any content that is defamatory, abusive, harassing, offensive, violent, obscene, or otherwise unlawful. In particular, you must not use the Site to disseminate politically sensitive or extremist material, to incite violence, or to threaten public order or national security. Any conduct that violates Nigerian laws (including laws on public order and national security) is strictly prohibited. 
  • Introduce malware, viruses, or any code that disrupts or hijacks the Site’s operation. You must not use the Site to send unsolicited mass communications (“spam”) or phishing. 
  • Resale or Commercial Use. Use the Site or its content for commercial purposes (e.g. resale, redistribution) without the NCC’s express permission. 

3. No User-Generated Content
The main NCC Site does not provide any forum, blog, comment section, or messaging service for user content. You cannot submit, upload, or publish information or materials to the Site except through official forms or portals provided for specific services (for example, submitting a consumer complaint or applying for a licence via NCC’s designated e-Services portals). Any information you submit through such forms is subject to the NCC’s Privacy Policy and data protection laws; however, no general posting of content (such as comments or documents) is permitted on the Site itself.

4. Accounts and Registration
Certain NCC services (such as filing consumer complaints or applying for licences) are accessed through linked sub-sites that require user registration or login. Access to those services is governed by separate terms and conditions specific to each portal.
