The Executive Commissioner - Stakeholder Management (ECSM) Reports to the EVC/CEO and directly supervises the departments charged with addressing the needs of telecommunications industry stakeholders including vendors, service providers, and consumers. The office supervises the licensing, regulatory, and enforcement functions as well as the zonal operations of the Commission. The ECSM is a member of the Board of Commissioners, appointed by the President and thereafter confirmed by the Senate of the Federal Republic of Nigeria.

Legal & Regulatory Services
The Legal & Regulatory Services Department reports to the Executive Commissioner (Stakeholder Management). It is charged with the responsibility of ensuring that the activities and operations of the Commission are carried out in line with the provisions of the Nigerian Communications Act 2003 and any other relevant legislation. The Department is responsible for providing internal legal support, advice, and oversight to the NCC Board, Management, and other Departments, the development of industry regulations and guidelines, litigation, and managing operator correspondences and relations.

Compliance, Monitoring & Enforcement
The Compliance Monitoring and Enforcement Department reports to the Executive Commissioner (Stakeholder Management) and is charged with the monitoring of licensees and the enforcement of compliance with set rules and regulations as defined within the Nigerian Communications Act 2003 and subsidiary regulations in order to ensure decent conduct within the industry. The Department also provides information for the publishing of annual reports on the performance of all licensees at the end of each financial year.

Consumer Affairs Bureau
The Consumer Affairs Bureau is the Department charged with ensuring the protection of the rights, privileges, and interests of telecommunications consumers and stakeholders, through adequate information publication and dissemination programmes, collaboration with Consumer Advocacy Groups, facilitating direct interaction between telecoms service providers and telecoms service consumers, creating avenues of redress for dissatisfied consumers, and the development of effective policies and strategies that promote telecoms service delivery and improve consumer satisfaction.

Licensing & Authorisation
The Licensing & Authorization Department is the Department charged with evaluating applicants and turning them into licensees of the Commission. The Department, per Section of 31 (1) of the NCA 2003, processes license applications, reviews and processes the renewal of expired licenses, produces license documents & certificates (for Class licensees), and maintains the licensees’ database. The Department is responsible for developing licence frameworks, license application guidelines & evaluation criteria, and new licences in line with emerging trends. The Department also conducts periodic reviews of licence fees, terms, and conditions, and proposes changes to licensing regimes in line with international best practices.

Zonal Operations
The Zonal Operations Department Reports to the Executive Commissioner (Stakeholder Management). The Department has the mandate to oversee, coordinate, and supervise activities of the Commission's Zonal Offices, and to ensure optimal utilization of human and material resources to efficiently actualize the regulatory mandate of the Commission. The Zonal Offices of the Commission are located in Enugu, Ibadan, Kano, Lagos, and Port Harcourt.
