Commission Projects

The Wireless Cloud Project provides a platform for supporting campus-wide wireless access to internet service for teaching, learning, research and development to faculty staff and students of the nation's Colleges of Education, Polytechnics and Universities. The Commission provides the necessary infrastructure, including masts, antennas, networking and twelve (12) months bandwidth supply and maintenance support. The Wireless Cloud project has benefitted numerous tertiary institutions in all six of the nation's geopolitical zones and the Federal Capital Territory.

The Advanced Digital Awareness Programme for Tertiary Institutions (ADAPTI) is aimed bridging the digital gaps that exists in academia by providing computers, other ICT equipment and the necessary facilities to provide  lecturers, staff and students with the requisite ICT skills essential for the 21st Century. The NCC supplies computers and other ICT equipment, including scanners and printers to the beneficiary institutions. This includes also, the provision of suites of E-Learning applications for academics and students in tertiary institutions across the country.

This is a special intervention programme to address the digital information knowledge gap in the country, especially among the teeming youthful population. At the last count, the DAP Project supports 229 Secondary Schools around the six (6) Geopolitical Zones of Nigeria, including the Federal Capital Territory. The strategy of this programme is to expose schools and colleges to Information & Communication Technology (ICT), raise awareness, usage and application by the provision of twenty one (21) desktop computers, Local Area Networks (LAN), printers, scanners, VSAT dish and one-year bandwidth subscription for internet access.

The Emergency Communications Centres (ECC) Project is intended to bridge the communication gap between the distressed and emergency response agencies in the country. The Nigerian Communications Commission has undertaken the task of facilitating the building and equipping Emergency Communications Centres in all 36 states of the federation and the Federal Capital Territory, Abuja. All telecom operators will be mandated to route emergency calls through the dedicated three-digit toll free number, 112, from each state to the emergency centre within that state. The operators, who are resident in the ECC will then process the distress call and contact the relevant Emergency Response Agency (e.g. Fire Service, Police, FRSC, Ambulance, etc.) whose primary duty is to handle the case.

The NCC took the lead in establishing the Digital Bridge Institute, a tertiary institution with three central objectives in mind. First is to provide students with quality education and training; second is to engage in world-class research; and third is to engage in outreach and public services.

In view of this, the institute's objectives are to:

  • Promote the development of human resources capacity by training personnel in telecoms and ICT sectors of the economy;
  • Establish training facility with mordern infrastructure and technology for training engineers, ICT professionals, policy makers, and regulators in the relevant and related sectors of the economy.

The Subscriber Identity Module (SIM) registration initiative - which required all mobile phone subscribers to register their SIM cards with their respective mobile network operators - was designed to capture the identity of mobile phone subscribers for identity and security management. The exercise involved a massive campaign by the NCC across cities and rural areas of the country, and despite the challenges, it has been adjudged to be a huge success. The registration exercise of old SIM cards was officially concluded by the NCC on June 30, 2013 while that of new SIM continues.

In furtherance of its efforts to promote competition, improve quality of service and ensure that consumers continue to enjoy good experience on the mobile networks, the NCC launched mobile number portability (MNP) service for GSM subscribers in April 2013. The MNP enables consumers to switch networks without losing their cellular phone numbers.
