Consumer Affairs Bureau

The Consumer Affairs Bureau is charged with ensuring the protection of the rights, privileges and interests of telecommunications consumers. This is through information dissemination programmes, collaboration with Consumer Advocacy Groups, and direct interaction between telecoms service providers.

Licensing & Authorisation

The Licensing & Authorization Department is responsible for the processes relating to the issuance and renewal of all operational licenses for all categories of services provided within the industry by the Commission in line with the NCA 2003. It is also responsible for evaluating all licensable undertakings and related activities, ensuring transparency and alignment with international best regulatory practices.

Zonal Operations

The Zonal Operations Department is responsible for coordinating and supervising activities of the Commission's Zonal Offices. The Zonal Offices of the Commission are located in Enugu, Ibadan, Kano, Lagos and Port Harcourt respectively.

Commission Secretariat

The Commission Secretariat is charged with carrying out the secretarial responsibilities of the Commission. It prepares and evaluates all agreements between the Commission its contractors and consultants as well as develops and reviews Memoranda of Understanding (MoUs) between the Commission and other agencies. It executes agreements/MoUs in conjunction with designated signatories of the Commission. The CS is responsible for keeping official records, vital documents and the Official Seal of the Commission.

Internal Audit

The Internal Audit Department Reports is charged with providing independent assurance to the Board and Management on the operating efficiency and effectiveness of internal controls and policies. It ensures the Commission’s adherence to Finance & Accounting Regulations, Treasury Circulars, Public Service Rules, and other Government Regulations by reviewing systems and procedures across all Departments.

Public Affairs

The Public Affairs Department is responsible for managing the Commission’s public relations, strategic communications/interactions and stakeholder engagements. It is charged with promoting and projecting the reputation of the Commission, brand management and content creation.

Policy Competition & Economic Analysis

The Policy Competition and Economic Analysis Department is responsible for the development and implementation of economic regulations for the industry. The Department is charged with assessing the performance/financial health of the industry, level of competition and monitoring of anti-competitive behaviors to ensure the sustainability of industry performance.

Finance Services

The Finance Services Department is responsible for maintaining the financial and accounting records of the Commission based on acceptable International Financial Regulatory Standards and enabling laws/regulations. The Department functions to ensure the financial health, optimization of financial resources and support for the overall business strategy and operations of the Commission.
