Corporate Planning Strategy & Risk Management

The Corporate Planning Strategy & Risk Management Department reports directly to the EVC/CEO. It is responsible for the development and monitoring of the Commission’s corporate business plans and scorecards, overseeing the implementation and achievement of strategic goals, the planning and facilitation of retreats and workshops for the various cadres of staff within the NCC, conducting risk analyses, and facilitating the Commission's strategic decision-making processes, as well as coordinating the preparation of annual reports.

Policy Competition & Economic Analysis

The Policy Competition and Economic Analysis Department reports directly to the EVC/CEO. It is responsible for the economic regulation of the industry. This includes the approving, regulating, and monitoring of telecoms tariffs; assessing the level of competition in the industry; the monitoring of anticompetitive behaviors; measuring the performance of the telecoms industry; as well as the provision of policy directions on topical issues related to the telecoms industry. The Department also manages the Commission's Library and Telecoms museum.

Finance Services

The Finance Services Department is charged with keeping the financial and accounting records of the Commission in compliance with the requirements of the enabling laws of Nigeria. The Department's responsibilities include staff and third-party payment processing, preparation of the annual budget, preparation of fiscal year final accounts, budget and performance monitoring, coordination of annual audits by external auditors, remittance of taxes (i.e., WHT, VAT, PAYEE) to relevant agencies of government, etc.

Procurement

The Procurement Department reports to the EVC/CEO. It is responsible for carrying out procurement activities for the Commission in line with the Public Procurement Act 2007 in order to minimize cost and achieve value for money for the Commission. The mandate of the Department is to ensure improved stakeholder satisfaction with procurement, improved procurement compliance, improved procurement quality of service, and optimized procurement and contract delivery to the Commission.

Universal Service Provision Secretariat

The Universal Service Provision Secretariat is responsible for the day-to-day administration of the Universal Service Provision Fund. The USPS is resident in the Commission and is charged with ensuring the accomplishment of the goals of the USPF by identifying the market efficiency and access gaps and designing incentives that would promote the rollout of sustainable ICT services in rural, unserved, and underserved areas.

Special Duties

The Special Duties Department reports to the EVC and is responsible for the deployment and establishment of Emergency Communications Centres (ECCs) through the provision and activation of the 112 emergency code in the country. The Department also oversees the security architecture and coordinates the international affairs and relationships of the Commission.

Digital Economy

The Digital Economy Department reports to the EVC and is responsible for monitoring the implementation of the Nigerian National Broadband Plan (2020 - 2025) and the National Digital Economy Policy and Strategy in line with the responsibilities of the Commission and the mandate of the Ministry of Communications & Digital Economy.

Human Capital

The Human Capital Department reports to the EVC and is responsible for the formulation and implementation of effective policies and procedures on recruitment, training and development, performance management, compensation and benefits packages for the retention of a highly motivated workforce. The Department also coordinates all general staff matters, such as the staff performance appraisal system, promotions, staff training and development, salary administration, grievance and disciplinary administration and staff welfare matters and the staff Management Information System.

Our Mandate

The mandate of the Nigerian Communications Commission is established in the Nigerian Communications Act 2003, which was signed into law by the President, Chief Olusegun Obasanjo (GCFR) on the 8th of July 2003 after being passed by both Houses of the National Assembly. The Act provides the NCC with the capacity to properly carry out its Regulatory functions and activities.
