Executive Commissioner: Rimini Haraya Makama

Rimini Haraya Makama is the Executive Commissioner (Stakeholder Management) of the Nigerian Communications Commission. She was confirmed to her position by the Nigerian Senate on 21st May 2024 following her nomination by President Bola Ahmed Tinubu GCFR on 23rd February 2024. A qualified legal practitioner trained in both Nigeria and the United Kingdom, Rimini Makama is an internationally experienced senior executive. Her career spans multiple sectors, including international law enforcement (INTERPOL) and technology. Prior to her appointment she served as Director, Xbox Global Expansion at Microsoft in the United States and was previously Government Affairs Director for Microsoft Middle East and Africa - Emerging Markets.

Executive Commissioner: Engr. Sunday Abraham Oshadami

Engr. Sunday Abraham Oshadami is the Executive Commissioner (Technical Services) of the Nigerian Communications Commission. He was confirmed by the Senate on 21st May, 2024 as Executive Commissioner following his nomination by President Bola Ahmed Tinubu, GCFR on 23rd February 2024. Immediately prior to his appointment, Engr. Oshadami served as the Director - Spectrum Administration Department, and before that, as Head - Spectrum Database Unit, and as Head of the NCC’s Information Technology Department.

Executive Vice Chairman: Dr. Aminu Maida

Dr. Aminu Maida is the Executive Vice Chairman (EVC) and Chief Executive Officer (CEO) of the Nigerian Communications Commission. He was confirmed by the Senate on November 15, 2023 following his nomination by President Bola Ahmed Tinubu on October 11, 2023. Immediately prior to his appointment, Dr. Maida was the Executive Director, Technology & Operations at Nigeria Inter-Bank Settlement System Plc (NIBSS), the country’s central switch company owned by the Central Bank of Nigeria (CBN) and all licensed Deposit Money Banks (DMBs) in Nigeria. Prior to that, Maida was the Chief Technical Officer (CTO) at the Nigerian-based FinTech Arca Payments Network and Senior Manager at Cisco Systems, United Kingdom.

Report of Collapsed Masts Within the Last 5 Years & Integrity Tests on Masts That Are More Than 10 Years

Following increase in reported cases of collapsed masts and towers in the country, the Commission directed Collocation/ Infrastructure Service Licensees to carry out integrity tests on masts and towers that have been in existence for ten (10) years or more and attest to the integrity of each site by endorsing a Declaration of Conformity Form. Significant compliance have been observed amongst licensees.

The Inter-Ministerial Committee on Telecommunication Infrastructure and Localization in Nigeria was set up in 2014 with membership drawn from Federal Ministry of Communication and Digital Economy, Federal Ministry of Environment, National Environmental Standards and Regulations Enforcement Agency (NESREA) and the Nigerian Communications Commission (NCC).

REVIEW OF MONTHLY PORTING TRANSACTIONS

Consistent with Commiussion’s mandate to monitor all significant activities relating to the performance of all Stakeholders in the Mobile Number Portability (MNP) Scheme and given the need to ensure a seamless porting process with strict adherence to the MNP Regulations 2014 and the Business Rules & Port Order Processes, the Commission carries out technical audit exercise of the MNP Platform on a quarterly basis.

The IWG on Multiple Taxation/Regulation meets every quarter of the year. However, due to limitations posed by the COVID-19 pandemic, the IWG was only able to meet once in 2020 but was able to resolve accumulated issues of multiple taxation/regulation.

    The Commission has commenced the review of the list of licensees who are either owing Annual Operating Levy (AOL) or in breach of the submission of their audited accounts in compliance with the provisions of the Commission’s Annual Operating Levy Regulations, 2014.

GUIDELINES ON SIM REPLACEMENT

Consistent with the Commission’s mandate as enshrined in Section 89 of the NCA 2003, quarterly audit of MNOs’ platforms was conducted to ascertain level of compliance with the Guideline on SIM Replacement. The guideline on SIM Replacement which came into effect on the 9th of June 2017 guides against illegal SIM Swap by fraudulent individuals. This quarterly audit exercise therefore, is critical to bringing to the barest minimum the cases of fraudulent SIM Upgrade/Replacement.
