Guidelines On SIM Replacement

Consistent with the Commission’s mandate as enshrined in Section 89 of the NCA 2003, quarterly audit of MNOs’ platforms was conducted to ascertain level of compliance with the Guideline on SIM Replacement. The guideline on SIM Replacement which came into effect on the 9th of June 2017 guides against illegal SIM Swap by fraudulent individuals. This quarterly audit exercise therefore, is critical to bringing to the barest minimum the cases of fraudulent SIM Upgrade/Replacement.

The Commission received a letter from Sinel Global Concept Ltd. on behalf of Priority Communications Ltd., requesting a meeting on behalf of its client (Priority Communications Ltd.) for an out-of-court settlement regarding pending charge before the Federal High Court for illegal provision of communication services to wit; illegal deployment of service in the 5.4GHz frequency band.

Consistent with the Commission's mandate to monitor all significant activities relating to the performance of all Stakeholders in the Mobile Number Portability (MNP) Scheme and given the need to ensure a seamless porting process with strict adherence to the MNP Regulations 2014 and the Business Rules & Port Order Processes, a technical audit team carried out a comprehensive Q3, 2018 compliance audit exercise of the MNP Platform from 15th – 17th August, 2018.

Compliance Monitoring Of Operators' Individual Consumer Code Of Practice

Consistent with Section 106 (2) of the Nigerian Communications Act 2003 which mandates all licensed telecom companies to prepare individual consumer code for their respective customers and such consumer code shall be subject to the prior approval and ratification by the Commission, we are developing a compliance index database to ensure that operators comply with terms and conditions of their license documents.

  • Request For Information On VAS Subscription Methods - Following several complaints from Telecoms Subscribers on the incidences of forceful subscription of Value Added Services by VAS Providers without the explicit authorization of the subscriber, the Commission directed MNOs to provide a list of all value added services and their VAS Providers that are using some subscription methods currently on their network.
