The Executive Vice Chairman (EVC) is the Chief Executive Officer of the Nigerian Communications Commission. The office directly supervises eight (8) departments and is reported to by the two Executive Commissioners. The EVC is appointed by the President, subject to confirmation by the Senate of the Federal Republic of Nigeria, and is the most senior executive member of the Board of Commissioners.

Executive Commissioner Technical Services
The Executive Commissioner - Technical Services (ECTS) Reports to the EVC/CEO and directly supervises the departments charged with the supervision of the technical standards, spectrum, and engineering issues governing telecommunications in Nigeria. The office also supervises the departments charged with research and development, capital projects, setting the nation's new media and information security policies, and also the provision of the Commission's ICT infrastructure. The ECTS is a member of the Board of Commissioners, appointed by the President and thereafter confirmed by the Senate of the Federal Republic of Nigeria.

Spectrum Administration
The Spectrum Administration Department reports to the ECTS. It is responsible for the management of spectrum resources on behalf of the Commission via the planning, allocation, assignment, and monitoring of the utilization of Radio Frequency Spectrum in the nation. The Department's mandate includes keeping records of all frequency assignments, the calculation and invoicing of frequency fees, and imposing sanctions on erring operators in conjunction with the Compliance Monitoring and Enforcement Department of the Commission.
New Media & Information Security
The New Media & Information Security Department reports to the ECTS. It is responsible for the development of strategies, principles, and guidelines to ensure the integrity of the nation's cyberspace and interactive digital media platforms, the promotion of Internet penetration in the nation—particularly in the education sector, and the provision of strategic direction to the Commission on related matters as the primary coordinator of the NCC's participation at the Internet Governance Forum, ICANN, and other such international organizations.

Technical Standards & Network Integrity
The Technical Standards & Network Integrity Department reports to the ECTS. It is responsible for the technical regulation of the communications industry in Nigeria. The Department reviews, develops, and publishes Technical Standards for the industry in line with international best practices; carries out Quality of Service tests of operators' services; administers the National Numbering Plan (NNP); and carries out type approvals of telecommunications equipment including Radio Frequency (RF) Conformance and Radiated Spurious Emission and Electromagnetic Compatibility (EMC) Testing.

Research & Development
The Research & Development Department reports to the ECTS. The Department conducts and facilitates research to enable a better understanding of emerging technologies and trends in the Telecommunications industry, and also provides information/data to support the development of strategies, principles, standards, and guidelines that ensure the continued effectiveness of the Commission as a regulator by carrying out research into emerging technologies and championing telecommunications-based innovations from academia.

Projects
The Projects Department reports to the ECTS. It is responsible for facilitating the development, monitoring, and evaluation of the Commission's projects. The Department's mandate includes conducting feasibility studies for identified/proposed projects; developing project implementation plans/frameworks; engaging project partners; monitoring, evaluating, and reporting on project performance; facilitating payments to contractors; and liaising with key stakeholders.

Information Technology
The Information Technology Department reports to the ECTS. It is responsible for the sourcing, deploying, administering, and monitoring of all Information Communications Technology (ICT) tools and infrastructure utilized by the Commission. The Department is therefore responsible for providing, managing, and administering network connectivity and infrastructure, ready access to ICT hardware and software, email systems, websites, data storage, and collaborative project platforms in use by the Commission.

Executive Commissioner Stakeholder Management
The Executive Commissioner - Stakeholder Management (ECSM) Reports to the EVC/CEO and directly supervises the departments charged with addressing the needs of telecommunications industry stakeholders including vendors, service providers, and consumers. The office supervises the licensing, regulatory, and enforcement functions as well as the zonal operations of the Commission. The ECSM is a member of the Board of Commissioners, appointed by the President and thereafter confirmed by the Senate of the Federal Republic of Nigeria.

Legal & Regulatory Services
The Legal & Regulatory Services Department reports to the Executive Commissioner (Stakeholder Management). It is charged with the responsibility of ensuring that the activities and operations of the Commission are carried out in line with the provisions of the Nigerian Communications Act 2003 and any other relevant legislation. The Department is responsible for providing internal legal support, advice, and oversight to the NCC Board, Management, and other Departments, the development of industry regulations and guidelines, litigation, and managing operator correspondences and relations.

Compliance, Monitoring & Enforcement
The Compliance Monitoring and Enforcement Department reports to the Executive Commissioner (Stakeholder Management) and is charged with the monitoring of licensees and the enforcement of compliance with set rules and regulations as defined within the Nigerian Communications Act 2003 and subsidiary regulations in order to ensure decent conduct within the industry. The Department also provides information for the publishing of annual reports on the performance of all licensees at the end of each financial year.

Consumer Affairs Bureau
The Consumer Affairs Bureau is the Department charged with ensuring the protection of the rights, privileges, and interests of telecommunications consumers and stakeholders, through adequate information publication and dissemination programmes, collaboration with Consumer Advocacy Groups, facilitating direct interaction between telecoms service providers and telecoms service consumers, creating avenues of redress for dissatisfied consumers, and the development of effective policies and strategies that promote telecoms service delivery and improve consumer satisfaction.

Licensing & Authorisation
The Licensing & Authorization Department is the Department charged with evaluating applicants and turning them into licensees of the Commission. The Department, per Section of 31 (1) of the NCA 2003, processes license applications, reviews and processes the renewal of expired licenses, produces license documents & certificates (for Class licensees), and maintains the licensees’ database. The Department is responsible for developing licence frameworks, license application guidelines & evaluation criteria, and new licences in line with emerging trends. The Department also conducts periodic reviews of licence fees, terms, and conditions, and proposes changes to licensing regimes in line with international best practices.

Zonal Operations
The Zonal Operations Department Reports to the Executive Commissioner (Stakeholder Management). The Department has the mandate to oversee, coordinate, and supervise activities of the Commission's Zonal Offices, and to ensure optimal utilization of human and material resources to efficiently actualize the regulatory mandate of the Commission. The Zonal Offices of the Commission are located in Enugu, Ibadan, Kano, Lagos, and Port Harcourt.

Commission Secretariat
The Commission Secretariat Reports directly to the Board of Commissioners. It is the department charged with carrying out the secretarial responsibilities of the Commission, as well as managing, coordinating, and communicating the activities and decisions of the NCC's Board of Commissioners. The Department therefore prepares and evaluates all agreements between the Commission, other agencies, its contractors, and consultants. It also executes agreements in conjunction with the EVC and other designated signatories of the Commission, keeps the Commission's official records and vital documents, and, as such, is responsible for keeping the Official Seal of the Commission.
Internal Audit
The Internal Audit Department Reports directly to the EVC/CEO and is subject to the Board of Commissioners' oversight. It is responsible for ensuring that the Commission's systems and procedures across all departments are in full compliance with Public Service Rules, Finance & Accounting Regulations, Treasury circulars, and other Government Regulations. This includes conducting value-for-money audits, as well as ad hoc verifications and inspections of projects, acquisitions, financial records, ICT systems, etc., to identify vulnerable areas and malfunctions, and ensuring quality execution of deliverables.

Corporate Services
The Corporate Services Department is mandated to provide and maintain a conducive and safe work environment, work tools, and support services for staff to achieve the Commission's objectives. Its core operations include managing facilities, utilities, janitorial services, vehicle fleet, assets, inventory, office equipment, vendors, fumigation, and security across all premises. Additionally, the Department handles architectural, electrical, mechanical, civil works, property acquisition, bill payments, and security personnel management.

Public Affairs
The Public Affairs Department reports directly to the EVC/CEO. It is responsible for providing adequate, accurate, and timely information about the Commission’s policies, programs, and decisions in order to build cordial relationships, and also coordinate and promote cooperation in areas of common interests between the Commission and its stakeholders. This includes the Nigerian public, telecoms operators, the Press, the National Assembly, Ministries, Departments, and Agencies (MDAS) of Government.

Corporate Planning Strategy & Risk Management
The Corporate Planning Strategy & Risk Management Department reports directly to the EVC/CEO. It is responsible for the development and monitoring of the Commission’s corporate business plans and scorecards, overseeing the implementation and achievement of strategic goals, the planning and facilitation of retreats and workshops for the various cadres of staff within the NCC, conducting risk analyses, and facilitating the Commission's strategic decision-making processes, as well as coordinating the preparation of annual reports.

Policy Competition & Economic Analysis
The Policy Competition and Economic Analysis Department reports directly to the EVC/CEO. It is responsible for the economic regulation of the industry. This includes the approving, regulating, and monitoring of telecoms tariffs; assessing the level of competition in the industry; the monitoring of anticompetitive behaviors; measuring the performance of the telecoms industry; as well as the provision of policy directions on topical issues related to the telecoms industry. The Department also manages the Commission's Library and Telecoms museum.

Finance Services
The Finance Services Department is charged with keeping the financial and accounting records of the Commission in compliance with the requirements of the enabling laws of Nigeria. The Department's responsibilities include staff and third-party payment processing, preparation of the annual budget, preparation of fiscal year final accounts, budget and performance monitoring, coordination of annual audits by external auditors, remittance of taxes (i.e., WHT, VAT, PAYEE) to relevant agencies of government, etc. The Department is structured into four units: Treasury and Investment, Planning and Budgeting, Financial Accounting, and Financial Reporting & Reconciliation.

Procurement
The Procurement Department reports to the EVC/CEO. It is responsible for carrying out procurement activities for the Commission in line with the Public Procurement Act 2007 in order to minimize cost and achieve value for money for the Commission. The mandate of the Department is to ensure improved stakeholder satisfaction with procurement, improved procurement compliance, improved procurement quality of service, and optimized procurement and contract delivery to the Commission.

Universal Service Provision Secretariat
The Universal Service Provision Secretariat is responsible for the day-to-day administration of the Universal Service Provision Fund. The USPS is resident in the Commission and is charged with ensuring the accomplishment of the goals of the USPF by identifying the market efficiency and access gaps and designing incentives that would promote the rollout of sustainable ICT services in rural, unserved, and underserved areas. The USPS also facilitates the availability of transmission infrastructure and connection to the national backbone in all LGAs, and also to drive increasing access to data and voice services and provide a platform for universal service.

Special Duties
The Special Duties Department reports to the EVC and is responsible for the deployment and establishment of Emergency Communications Centres (ECCs) through the provision and activation of the 112 emergency code in the country. The Department also oversees the security architecture and coordinates the international affairs and relationships of the Commission.
Digital Economy
The Digital Economy Department reports to the EVC and is responsible for monitoring the implementation of the Nigerian National Broadband Plan (2020 - 2025) and the National Digital Economy Policy and Strategy in line with the responsibilities of the Commission and the mandate of the Ministry of Communications & Digital Economy.

Human Capital
The Human Capital Department reports to the EVC and is responsible for the formulation and implementation of effective
policies and procedures on recruitment, training and development, performance management, compensation and benefits packages for the retention of a highly motivated workforce. The Department also coordinates all general staff matters, such as the staff performance appraisal system, promotions, staff training and development, salary administration, grievance and disciplinary administration and staff welfare matters and the staff Management Information System.
